Senate Bill 356 (Archuleta) - Code Enforcement Incentive Program: Community Code Enforcement Pilot Program
Summary: This bill will restore funding to and modernize the Code Enforcement Incentive Grant Program.  These grants can provide seed funding to allow local code enforcement to innovate by investing in new technologies, improving training, expanding community partnerships, and/or trying new strategies to be more proactive or targeted in their enforcement of housing codes. Assembly Bill 42 (Ramos) - Tiny Homes - Fire Sprinkler Requirements
Summary: Prohibits, until January 1, 2027, a local agency from imposing or enforcing a requirement to
provide fire sprinklers in temporary sleeping cabins of less than 250 square feet for people
experiencing or at risk of homelessness if certain conditions are met.  This bill includes costs to local agencies that are not reimbursable by the state.

Assembly Bill 306 (Schultz) - Building Regulations: State Building Standards 
Summary: AB 306 would impose a six-year moratorium on new updates to the state building code that would affect residential construction and temporarily prohibits local governments from making new modifications to those standards, except for emergency changes necessary to protect health and safety. Assembly Bill 491 (Wallis) -Local Government: Fine & Penalties
Summary: This bill would makes appeals the exclusive means of judicial review for an administrative fine or penalty that does not exceed a specified amount and that is imposed for violation of a local law regulating or prohibiting commercial cannabis activity, as specified.
This bill would authorize a local agency to establish, by ordinance, a procedure to collect those administrative fines or penalties by lien upon the parcel of land on which the violation occurred, as specified.

Assembly Bill 548 (Boerner Horvath) - State Housing Law: Inspection
Summary: 
    Based off of an approach developed in Fremont, CA, this bill will introduce a proactive element to complaint-based code enforcement by requiring code enforcement officers to inspect additional units at a multi-family property if they find severe violations
        in one unit that they reasonably expect could be found in other units (e.g., plumbing problems, mold, pests, lead hazards, etc.).  This will help uncover building-wide problems with just one tenant complaint. For more details, see

Assembly Bill 1082 (Kalra) - Authority to Remove Vehicles
Summary: Change existing law to only allow institutions of higher learning to remove, immobilize, and/or sell vehicles that, under current law, can be removed and subject to lien sale by peace officers and those tasked with enforcement of parking/traffic regulations. This bill would severely limit the ability of code enforcement officers to perform their duties.

Summary: This measure relates to temporary employment.

Assembly Bill 2791 (Wilson) -Sidewalk Vendors: Annual Fairs
Summary: This bill would additionally authorize a local authority to prohibit sidewalk vendors from operating within 250 feet of the entrances and exits of an annual fair, as defined, during the operating hours of the annual fair, and within 250 feet of entrances and exits of parking lots located on fairgrounds and used for parking during the operating hours of an annual fair.  This is an expansion of existing law.

Senate Bill 428 (Blakespear) -Temporary Restraining Orders and Protective Orders: Employee Harassment
Summary: Gives public employers the right to seek a temporary restraining order and an injunction to protect their employees who have been threatened with violence or have been victims of harassment. The employer must show reasonable proof that there was violence or a credible threat, as well as a great potential harm of not issuing the order.
