Regulating Tobacco Retailers

The City of Sacramento’s Code Compliance Division regulates tobacco retailers that sale tobacco, tobacco products and paraphernalia. In 2020, the City adopted amendments to its tobacco retailer licensing ordinance that prohibited the sale of flavored tobacco to reduce access of flavor tobacco and tobacco products to youth.

The program is operated in partnership with the Sacramento Police Department by conducting compliance inspections and sting operations to reduce the sale of tobacco to youth .

In this course, participants will learn:

  1. About the City of Sacramento’s Tobacco Retailer Licensing ordinance and program
  2. How the City regulates retailers in partnership with the Sacramento Police Department’s Alcohol Beverage Control Unit.
  3. About innovative training programs and regulations that help control saturation of retailers and ensure compliance of federal, state and local laws.

 Attendees will:

  1. Understand federal, state and local laws that pertain to the sale of tobacco .
  2. Understand the various components necessary to operate an effective regulatory program to regulate tobacco retailers.
  3. Understand how to develop a collaborative partnership with their police department to stop the sale of tobacco to youth.
 Jose Mendez, CCEO, Code Enforcement Manager City of Sacramento
Jose Mendez is the Code Enforcement Manager for the City of Sacramento where he administers the Neighborhood Code Unit, a unit that is comprised of 30 staff with a $3.5 million-dollar operating budget. As the manager, Jose oversees the operations of various programs including business compliance, blight enforcement, employee protection and health and safety, vehicle abatement, weed abatement, and graffiti abatement.
 
In his current role, Jose has helped with the development and implementation of various ordinances to ensure compliance of certain business activities and help address public nuisance. Most recently, Jose helped amend the City of Sacramento’s tobacco retailer licensing ordinance
 Tina Lee-Vogt, Program Manager in the Community Development Department Code Compliance Division City of Sacramento
  
Tina Lee-Vogt has over 30 years of diverse professional experience in public policy and administration with the City of Sacramento. Since 2009, she has been a Program Manager in the Community Development Department Code Compliance Division. Tina manages the nationally recognized Entertainment Permit Program which includes issuing, handling, and regulating entertainment permits and facilitating interdepartmental coordination within the program. Tina lead the development of its collaborative approach to ensure a safe, festive, and successful nightlife. In addition to entertainment, Tina oversees administration of a variety of citywide programs including tenant protection, vacant lots, appeals and hearings, and rental housing. Tina was honored as the Community Development Department 2020 Employee of the Year.

During her city career, she has worked in several departments including Parks and Community Services; Sacramento Convention Center; Neighborhoods, Planning and Development Services; Police; Legislative Affairs; and Finance. She has also worked for the California State Legislature.

Tina earned her Bachelor of Arts in Public Administration from CSU Chico and Master of Public Policy and Administration from CSU Sacramento. She was awarded an appointment to the Jesse M. Unruh California State Assembly Fellowship Program.

As a volunteer committed to helping youth and adults build and maintain active lifestyles and healthy habits, Tina serves of the Board of Directors for Runnin’ for Rhett, one of the largest community fitness programs in Northern California. She currently chairs its Adult Fitness Committee. Tina was also recently appointed by the Mayor and City Council of the City of Elk Grove to its Diversity and Inclusion Commission which serve as a resource to the community by providing information, education, and communication that facilitates a better understanding and celebrates cultural differences.
