General Mental Health and De-escalation Emotional Intelligence and Self-Care

 

This interactive workshop will provide an overview of general mental health and will define a mental health crisis. Participants will examine potential causes of mental illness and the signs and symptoms experienced with mental illness. De-escalation and tactical communication response tools will be reviewed, and participants will explore how these tools can be utilized when interacting with individuals experiencing a mental health crisis. The workshop will conclude with a practical group activity and case study.

This workshop will provide participants insight into emotional intelligence (EI) and how our day-to-day interactions with others affect our personal self-awareness. Participants will also discuss the importance of self-care and how it coincides with our emotional intelligence. This workshop will be suitable for officers and administrative staff who may experience burnout, trauma or situational events that affect their emotional intelligence. Participants will learn how others perceive the importance of self-awareness, emotional wellness, and interactions.


Psilocybin (Magic Mushrooms) Grows Civil Cannabis Enforcement & Clandestine Hemp Grow

 

In this presentation we will explore what an indoor illegal magic mushroom grow looks like and what a Code Officer may encounter while performing an inspection.  The presentation will have photos of what a grow looks like and what the current trend is with psilocybin use.  

In this presentation we will explore using the Temporary Restraining Order (TRO) legal process to lock out illegal cannabis dispensaries and illegal cannabis cultivations and Permanent Injunction process to keep them closed.  The TRO lock out process is an accelerated method for gaining compliance for illegal cannabis activities that are creating a public nuisance using the Civil Code.  The presentation will also cover clandestine hemp grows which are growing recreational level cannabis without permit. 


Property Interest and Property Title Investigations / Receiverships

 

In 2018, the City Attorney's office formed the Unsafe Facilities Task Force to address nuisance Independent Living Facilities (ILFs). ILFs are group homes where individuals live together and pay rent to a business operator. ILFs are not regulated by state laws or via local zoning ordinances. The City Attorney's Offices works closely with the City's Code Enforcement Division investigators (building and zoning investigators) to address and prosecute substandard housing violations at these facilities pursuant to H&SC sections 17980 and 17920.3 and we work to address nuisance conditions including high calls for service to law enforcement and frequent calls for service to the fire department. The audience will learn about San Diego's success in practically eliminating these problem facilities and how to create a similar taskforce.

Short Term Rentals: Regulations, Tools & Enforcement

 

Airbnb and VRBO are just two of the many platforms managing short term rentals.  Virtually every city and county in California deals with short term rentals, whether the local agency prohibits or regulates them.  And, as was seen recently, uncontrolled short term rentals can result in tragedy and liability.  This course will review the law governing local agencies and their abilities to regulate and enforce short term rentals, along with tools and ordinance examples.

Code Enforcement to Combat Crime

 

Crime is on the rise in many parts of California and the Country. Coupled with a shift away from criminalization of certain dangerous activities and criminal punishment, code enforcement increasingly tasked with solving criminal issues that were formerly the job of traditional policing, such as drug houses, gang houses, prostitution, homeless related issues, cannabis and others.  This course will discuss these issues facing code enforcement, as well as the law and tools that code enforcement can use to combat crime and protect quality of life and health/safety in their communities.

Homelessness

 

This seminar will provide an overview of homelessness in America, and look at the root causes as to how we got to where we are today.  We will discuss some of the judicial decisions that have been handed down by Courts in the past few years that have a direct impact upon how governmental agencies may address the impacts of homelessness on our communities - including discussions about Martin v. City of Boise; Johnson v. City of Grant’s Pass; and other cases.

SB 296 Compliance: Officer Safety Standards

 

Code enforcement officers are charged with enforcing public health and safety laws in cities throughout California. Their enforcement duties include a very broad range of laws covering everything from homelessness to substandard housing, mold and lead, pest and animal control, and many other situations in which they face threats, risks, and hazards. State law (SB 296) requires all public agencies that employ a code enforcement officer to adopt safety standards specific to code enforcement officers that appropriately address their safety exposures.  This course, taught by the author of SB 296, will discuss code enforcement duties and public agency liability, occupational hazards, compliance with SB 296 including examples, risk management practices and safety considerations.

Legal Update

 

Every year brings new statutes and case law affecting code enforcement practices, tools and the public agency’s potential liability.  Increasingly, State law changes are imposing mandates on local agencies to comply or face legal liability, and to make changes by a certain deadline.  Public agencies that do not keep abreast of these changes not only potentially violate the law, they expose themselves to a range of issues.  This recurring course provides an update on legal changes affecting code enforcement and related areas with suggestions for ordinance and practice modifications where necessary.
