This discussion is designed to bring together a panel of government leaders, law enforcement personnel, service providers, community advocates, and persons who have survived being unhoused to address a national crisis that has become the focal point for all communities.

Unsheltered homeless rates have risen drastically in the last several years, with more persons experiencing homelessness in California being unsheltered than sheltered. As part of this live, in person event, subject matter experts will come together to share lessons they have learned in their efforts to combat the personal and community impacts caused by homelessness.

Cannabis: Exploring Clandestine Grows under Hemp Registration and the Civil Cannabis Process

An introductory presentation covering the Civil Litigation Process and how it can be used to address illegal cannabis activities including indoor/outdoor grows and dispensaries. Topics include Hemp Registration, Methods of Identification of hemp vs cannabis, signs of clandestine grows, as well as options to combat and enforce against them.

Inspections and Abatements 101: Legal Foundations and How To Get Them Done Right

Ask any code enforcement officer and they are bound to say: knowing how to conduct an inspection and how to abate violative conditions is a must for serving the community.  Doing so—the right way—is key to avoid liability from scoping out someone’s property and taking action to change it, like removing weeds, junk, debris, inoperable vehicles.   Knowing best practices for obtaining consent, obtaining a search and/or abatement warrant, how to conduct your search and/or abatement, and what to do after is critical.  Understanding the basic legal underpinnings of the actions you take will also give you a better understanding of the process, what to do, and importantly, what to avoid.  So come join us for a great session so you can be sure your inspections and abatements pass muster and meet the standard in the industry.  This session is great for CEOs of all levels.

How to Establish a California Vehicle Authority

This course will provide all necessary training and information for individuals employed by California public agencies to work in conjunction with the California highway patrol and local county boards of supervisors to establish an official ava program. Once established this program will enable jurisdictions or agencies to access revenue provided by the annual registration fees of motor vehicles to support local programs.


Housing Inspection 101 with Walk Through

Greg Smith

This course will provide the attendees with an overview of a rental inspection program within their jurisdiction and how to conduct housing inspections. Referencing the 2018 International Property Maintenance Code the instructor will cover the basics of how to create an inspection program, how to interpret and enforce code requirements, and walk through the inspection process using photos of actual violations. The attendees will interact with the presentation and the instructor by identifying code violations and applying the correct code section from the IPMC.

Instructors are AVERT Certified, Law Enforcement, EMS, Public Safety & Public Health Experts.

When violence occurs, seconds count, and you can't always wait for EMS to arrive. This training enables you to become an immediate responder by giving you the tools to prepare for potential violence and react quickly in life-threatening situations.
