Each year the Bud Hawkins Award is conferred upon an individual who has made a lasting contribution to the profession and has made a significant legislative impact as well.
Recipients are nominated and selected by the organizing members of this event. The names of previous award winners read like a Law Enforcement Hall of Fame: - Bud Hawkins himself,
- Al Cooper
- Frank Barnes
- Bob Elsberg
- Glen Craig
- Craig Steckler
- Spike Helmick
- Al and Dottie Le Bas
- Richard Tatum
- Paul Curry
- Ed Bonner
- Tony Muñoz
- Ford Canutt
This year’s winner, CACEO's legislative advocate John Lovell joins that rich company. Law Enforcement Legislative Day was initiated in 1993, with the objective of bringing law enforcement organizations together in common cause for the advancement of public safety. Since the event’s conception, Mr. Lovell has attended every event. His contributions to this profession are truly remarkable, and if public safety discussions were happening at the Capitol in the last several decades, John has been there. In addition to CACEO, in Mr. Lovell’s distinguished career he has served previous clients such as the Los Angeles County District Attorney, the California Peace Officers’ Association, and the California Police Chiefs Association. Additionally, John has had active roles in three ballot measure campaigns, all with successful outcomes.
