Planning and Zoning for Code Enforcement Officers

This course provides a survey of planning, zoning, and community development specifically geared toward code enforcement professionals. Through lectures, individual and group exercises, and open class dialogue, participants will gain a broad understanding of planning as a practice as well as a working understanding of specific tools used by planning to implement a community vision.
Robert Scott, Principal Planner at RJS Planning + Sustainability, LLC
Robert Scott, AICP, LEED AP, is a land use planner and LEED for Homes Green Rater who has worked in planning and community development for over 20 years. Mr. Scott currently owns and operates RJS Planning + Sustainability, Inc., a professional land use planning and sustainability consulting business located in Del Mar, CA. Founded in 2006, RJS Planning + Sustainability, Inc. specializes in providing architectural support, project entitlement processing, policy planning, and sustainability consulting. As a LEED for Homes Green Rater, Mr. Scott consults with clients and project teams to identify sustainability goals, advises and educates on LEED credit intent and implementation, and provides third-party verification of green building measures under the U.S. Green Building Council's (USGBC) LEED for Homes program.
In 2009, Mr. Scott won the "Innovations in Green Community Planning" award from the San Diego Chapter of the American Planning Association (SDAPA) for a sustainable mixed-use development plan located in Del Mar, CA. He has provided pro bono sustainability services as the LEED Project Administrator for the Fletcher Cove Community Center renovation project located in Solana Beach, CA. Mr. Scott previously worked as a senior-level planner for the City of Del Mar, CA where he managed complex planning and entitlement projects, including general plan/zoning amendments, subdivisions, coastal development permits, use permits and variances, and design/architectural review permits. He also provided principal project management on many regional environmental planning projects, including SANDAG’s Regional Beach Sand Project, North County Transit District’s Del Mar Bluffs Stabilization Project, and Southern California Edison’s 150-acre San Dieguito Lagoon Restoration Project. Mr. Scott has earned his certification in the planning field from the American Institute of Certified Planners (AICP) and American Planning Association (APA).
Mr. Scott is a LEED Accredited Professional, the U.S. Green Building Council’s indicator of the most qualified, educated, and influential green building professionals in the industry. In addition to his professional consulting services, Mr. Scott teaches planning and zoning courses at Santiago Canyon College in Orange, CA. The course is part of an overall certification process for municipal code compliance officers and covers the history of planning and community development, the legal framework of planning and zoning, and practical applications of the development review process.
