Rick McElroy, CAMTC Director of Law Enforcement Affairs
Detective III Rick McElroy, Retired, is a 32-year veteran with LAPD. He spent 28 of those years working illegal massage parlors with the Organized Crime and Vice Division. Rick wrote a Red Light abatement manual - Specialized Multi Agency Response Team (SMART) to close down these illegal establishments, as well as Narcotic and problematic ABC locations. He wrote 13 years of federal grants for LAPD officers to investigate these problematic bars, which was dubbed "Operation ABC" and is still in effect today. Rick was honored with the President's Award in Washington D.C. for that outstanding police program.
When Rick came on board with CAMTC in 2009, he created the disciplinary arm of CAMTC. He was in charge of the day-to-day operations, and is now the presenter for CAMTC trainings to law and code enforcement officers throughout the State, as well as city attorneys, district attorneys and hundreds of agencies including ICE, OHS, FBI and the DOJ.

Kellie Rodriguez, CAMTC Supervisor of Background Review Department
Kellie was an LAPD officer and detective, who worked many vice assignments, involving prostitution sting operations, minor decoy operations, alcohol beverage control investigations, and massage parlor operations and inspections. She worked in an undercover capacity and quite a few times, in reverse sting operations, acting as the massage therapist. Kellie witnessed first-hand the illicit conduct that takes place within massage parlors and has pledged to continue her combat in eradicating illicit massage establishments and human trafficking. Kellie’s husband has been an LAPD officer for over 25 years and they have 4 children.
Kellie has been with CAMTC since 2010 and supervises the Background Review Department (BRD). Her department conducts investigations and reviews of the backgrounds of CAMTC applicants and certificate holders. The investigations range from local
city administrative action, prostitution, sexual and massage related violations, to sexual assaults and more. Upon completion of the investigation, BRD then proposes appropriate discipline in a fair and reasonable manner. BRD works with many
outside entities/ sources, such as law enforcement, cities, courts, victims and more.
