Legal, Ethical and Moral Code Enforcement

Ethics and morals relate to “right” and “wrong” conduct. While they are sometimes used interchangeably, they are different. Is following the rules the safest option? This course is designed to explore the world of these concepts in a regulatory environment and to help officers and inspectors develop practices to stay abreast of the right and wrong things to do during their daily workday.


Marcus Kellum, Trainer at Metric One Training

Marcus Kellum has over 30 years of municipal government experience with a specialty in management, zoning and regulatory enforcement. He has led several municipal programs to receive awards, commendations, and national recognitions. Marcus led DeKalb County Georgia’s 150-member Beautification Department which was charged with improving the coordinated efforts of Code Enforcement, Keep DeKalb Beautiful, Roadside Enhancement and Clean Communities Crews. According to the Atlanta Business Chronicle, “the code enforcement division was one of the most improved programs in the state”.


Prior to his time in DeKalb, Marcus was the Chief of Code Enforcement Sandy Springs, GA, where he managed the efforts of helping to shape the future of the third-largest city ever to incorporate in the United States. He has also worked with the Department of Environmental Protection and the Board of Correction in New York City. He has appeared in Diversity-MBA magazines’ “100 Under 50” edition, Georgia Trend magazine’s “40 Under 40” issue which profiled forty of Georgia's rising political and business stars, and he was recognized in Who’s Who in Atlanta as one who “provides a role model of excellence”. Marcus has a Master’s degree in Management and Public Administration, and a Bachelor of Science degree in Criminal Justice Administration.
He has trained over 10,000 regulatory officers from all over the United States and currently owns Metric One Training and Consulting which works with businesses, local governments and professional organizations throughout the country, and is based in Atlanta, Georgia.
