The International Faith Based Coalition (IFBC) was founded in 2009 by Dr. Bishop Ronnie D. Allen and has served as a longtime partner of CACEO. IFBC aims to make resources easily accessible to those in need by placing resources and counselling centers in the core of much needed communities with a special emphasis on bridging the gap between communities, resources, and law enforcement.

“CACEO is proud to collaborate with the International Faith Based Coalition on a variety of levels,” said 2022 CACEO President Jamie Zeller. We value the partnership with the IFBC on legislation issues as well as working with them on a local level helping underprivileged children in our communities.”

CACEO and IFBC have coordinated on legislative efforts, both jointly opposing legislation that negatively affected communities – including helping end a bill that would have forced communities to allow drug use dens – and supporting legislation that helped code enforcement officers do their jobs protecting communities.

Last summer, the City of Stockton, City of Sacramento, and Sacramento County Code Enforcement divisions worked with CACEO to support the IFBC with their back-to-school event with Stockton Unified school District, providing school supplies and community resources by several departments and organizations within the community.

Upon his passing in 2021, CACEO introduced the Bishop Ron Allen Award, which is now given out each year at The Code Conference in his honor. IFBC is now led by Bishop Allen’s daughter, Tak Allen. CACEO is excited to continue its partnership with IFBC for years to come!

$700 million in encampment resolution grants over the next two years, starting with this initial $240 million available today

SACRAMENTO – California is cleaning up encampments up and down the state. Governor Gavin Newsom today announced the availability of $240 million from the Encampment Resolution Fund grant program – part of the $700 million two-year program – to close down encampments and get people into housing and shelter.

“California is leading the way on homelessness solutions,” said Governor Newsom. “We have made unprecedented progress since 2019, building over 12,000 new homeless housing units through Homekey, and sheltering more than 60,000 people through Project Roomkey. Today, $240 million is up for grabs to make our streets cleaner and safer, and to clean up encampments and get people into housing and shelter.”

Over the past two years, the state has awarded $97.5 million in encampment resolution grants to close encampments and get people into housing and shelter, serving more than 2,800 people experiencing unsheltered homelessness in 26 cities and counties statewide.

“We are proud to be leading the largest infusion of Encampment Resolution Funds in the nation, which will assist people living in unsheltered situations and support local communities to facilitate access to stable housing and services,” said BCSH Secretary Lourdes Castro Ramírez. “People living in encampments need safe, stable homes and access to resources to successfully exit homelessness. By pairing intensive outreach services with housing resources, we are reducing unsheltered homelessness throughout California, since people in encampments more often than not accept permanent housing and services when offered to them.”

Of the total funds available today, up to $150 million will be prioritized for projects serving people living in encampments on state rights-of-way, such as highways, bridges and other infrastructure.

Cities, counties, and continuums of care can submit applications to fund projects that take a person-centered approach to providing housing and services to people experiencing unsheltered homelessness in encampments. Applicants are required to include a detailed service delivery plan that demonstrates a clear pathway to housing for individuals residing in encampment, while addressing their immediate health and safety needs.

California’s Business, Consumer Services and Housing Agency  will begin accepting applications for ERF grants immediately and will continue to accept them until funding is exhausted, or June 30, 2023, whichever comes first. Bishop Ron Allen Award

Bishop Allen was an inspirational figure in the community. He left behind a legacy of dedication to his community and focused on building leaders and encouraged them to make a difference. He founded and established several ministries, focusing on drug recover working hand in hand with many law enforcement agencies in his efforts to prevent drugs from gaining a strong hold in neighborhoods. His obituary reads "His teaching and leadership style stirred the concerns and sparked the consciousness of the entire professional community." The Bishop Ron Allen Award will be given to a Community or Faith Based organization that may include, but are not limited by, the following types of contribution:

The Authority, which first partnered with the California Association of Code Enforcement Officers (CACEO) in 2018 in response to an ongoing rise in assaults on these officers, is offering training for its member agencies’ code enforcement officers.

“We began our relationship with CACEO when the organization approached us about the need for self-defense training for code enforcement officers,” said Senior Risk Manager Melaina Francis. “When we investigated, we found that California JPIA members providing code enforcement services reported occupational injuries impacting code enforcement officers in the form of assaults, ranging from verbal threats to physical attacks.”

The Authority, in consultation with CACEO, which promotes and advances the code enforcement profession through education and certification, legislative advocacy, and technological collaboration, published an article about code enforcement safety awareness to address agency exposures. That partnership has continued as both organizations cooperate in providing training to their members.

In the December 2021 Authority newsletter article CA Senate Bill 296: Code Enforcement Officer Safety Standards, certified code enforcement officers and CACEO board members Larry Breceda, treasurer, and Matthew Silver, second vice president and legislative director, apprised California JPIA members of Senate Bill 296, which requires municipal agencies employing code enforcement officers to develop specific, appropriate safety standards.

To comply with SB 296, effective January 1, 2022, agencies must assess and create standards to address the conditions faced by code enforcement officers in their jurisdiction. CACEO offers an SB 296 model minimum safety standards template and training resources on its website.

“Awareness of code enforcement’s unique challenges and needs for agency support is the first step to improving code enforcement officers’ safety and working conditions. Assessing the risks and hazards that code enforcement officers face in their communities can help determine the resources they need most to do their jobs effectively and safely,” said Francis, who advises member agencies to research officers’ experiences and factor in their recommendations for improvements.

Authority training includes Pepper Spray Defense (accompanied by a Pepper Spray Policy template) and Tactical Communication: Tools for Service & Safety in the Field for member agencies’ code enforcement officers. Through the first course, municipalities can lessen their liability by training employees to appropriately deploy pepper spray in the performance of their duties, providing an immediate option for personal protection that can make employees feel safer in hostile field situations. The second course helps code enforcement and community service officers communicate more effectively during field encounters, emphasizing officer safety and resident service skills.

“Non-sworn code enforcement personnel, building inspectors, and community service officers protect and improve communities by enforcing laws ranging from straightforward parking issues to complex housing issues. These enforcement activities can pose dangerous situations,” said Senior Training Specialist Ryan Thomas, who is currently working with CACEO to develop additional training for code enforcement officers. “The Authority’s live, instructor-led trainings, presently available over Zoom in our ‘virtual classroom,’ can help prevent injuries, lost work time, and stress for code enforcement officers.”

The California JPIA will host a breakout session on code enforcement officer safety standards at the 27th Annual Risk Management Educational Forum, October 5–7, 2022, at the Hilton Santa Barbara Beachfront Resort.

This bill requires, for the first time ever, all cities and counties to adopt safety standards specific to code enforcement officers and the hazards and threats they face in their respective jurisdictions.  To our knowledge, this law is the first of its kind in the nation, and it is our hope that every other State will adopt similar legislation in order to enhance protections for code enforcement officers.

We are extremely thankful to the CACEO membership, which responded overwhelmingly to our “calls to action” and contacting their legislators, sent in letters of support, and called in to hearings.  This was a long, sometimes very challenging road, but we are so grateful for such wide support.

We extend an especially heartfelt thank you to Senator Monique Limon and her staff, who carried this bill and ensured its success.

This bill is going to save lives – both of code enforcement officers and those they protect in the communities they serve.  There remains much work to be done to further enhance safety and the profession in general, but this was a momentous step in the right direction.
