The Code Enforcement Officer Safety Foundation (CEOSF) dedicates itself to promoting the safety and professionalism of code enforcement officers through training, resources, and advocacy.  Please check out the links under the Officer Safety tab for more information.

CEOSF is also providing eight scholarships for our CACEO members to attend various trainings they offer. Our Officer Safety Committee will be announcing the application and selection process for a member from each region to attend these trainings.

The Committee will begin reviewing submissions in early April, and will continue to accept them until the program is filled.

CACEOs 2025 Code Conference will be held at the Sheraton Grand in Sacramento on October 28-30.

Registration will open in April and notification will be sent to all members with key details and deadlines.

CACEO is excited to announce a collaboration with the National Stormwater Center, which will bring our members much-needed stormwater training and resources! Through this collaboration, the National Stormwater Center will offer training on multiple topics, including the newly created CACEO-Certified Stormwater Inspector (CACEO-CSI) course. The National Stormwater Center has been certifying stormwater inspectors for over 20 years, and its instructors bring a wealth of knowledge! Whether or not your duties include investigating Stormwater complaints, we all need a basic understanding of Stormwater pollution prevention best practices.

The International Faith Based Coalition (IFBC) was founded in 2009 by Dr. Bishop Ronnie D. Allen and has served as a longtime partner of CACEO. IFBC aims to make resources easily accessible to those in need by placing resources and counselling centers in the core of much needed communities with a special emphasis on bridging the gap between communities, resources, and law enforcement.

“CACEO is proud to collaborate with the International Faith Based Coalition on a variety of levels,” said 2022 CACEO President Jamie Zeller. We value the partnership with the IFBC on legislation issues as well as working with them on a local level helping underprivileged children in our communities.”

CACEO and IFBC have coordinated on legislative efforts, both jointly opposing legislation that negatively affected communities – including helping end a bill that would have forced communities to allow drug use dens – and supporting legislation that helped code enforcement officers do their jobs protecting communities.

Last summer, the City of Stockton, City of Sacramento, and Sacramento County Code Enforcement divisions worked with CACEO to support the IFBC with their back-to-school event with Stockton Unified school District, providing school supplies and community resources by several departments and organizations within the community.

Upon his passing in 2021, CACEO introduced the Bishop Ron Allen Award, which is now given out each year at The Code Conference in his honor. IFBC is now led by Bishop Allen’s daughter, Tak Allen. CACEO is excited to continue its partnership with IFBC for years to come!

$700 million in encampment resolution grants over the next two years, starting with this initial $240 million available today

SACRAMENTO – California is cleaning up encampments up and down the state. Governor Gavin Newsom today announced the availability of $240 million from the Encampment Resolution Fund grant program – part of the $700 million two-year program – to close down encampments and get people into housing and shelter.

“California is leading the way on homelessness solutions,” said Governor Newsom. “We have made unprecedented progress since 2019, building over 12,000 new homeless housing units through Homekey, and sheltering more than 60,000 people through Project Roomkey. Today, $240 million is up for grabs to make our streets cleaner and safer, and to clean up encampments and get people into housing and shelter.”

Over the past two years, the state has awarded $97.5 million in encampment resolution grants to close encampments and get people into housing and shelter, serving more than 2,800 people experiencing unsheltered homelessness in 26 cities and counties statewide.

“We are proud to be leading the largest infusion of Encampment Resolution Funds in the nation, which will assist people living in unsheltered situations and support local communities to facilitate access to stable housing and services,” said BCSH Secretary Lourdes Castro Ramírez. “People living in encampments need safe, stable homes and access to resources to successfully exit homelessness. By pairing intensive outreach services with housing resources, we are reducing unsheltered homelessness throughout California, since people in encampments more often than not accept permanent housing and services when offered to them.”

Of the total funds available today, up to $150 million will be prioritized for projects serving people living in encampments on state rights-of-way, such as highways, bridges and other infrastructure.

Cities, counties, and continuums of care can submit applications to fund projects that take a person-centered approach to providing housing and services to people experiencing unsheltered homelessness in encampments. Applicants are required to include a detailed service delivery plan that demonstrates a clear pathway to housing for individuals residing in encampment, while addressing their immediate health and safety needs.

California’s Business, Consumer Services and Housing Agency  will begin accepting applications for ERF grants immediately and will continue to accept them until funding is exhausted, or June 30, 2023, whichever comes first. Code Enforcement Officer of the Year

This category recognizes one (1) individual who clearly displays exceptional and outstanding performance of duties which bring honor and distinction to CACEO, the Officer, their Department, and/or the profession. 

Innovative Program of the Year

This category recognizes an individual, group or entity that has worked to establish or promote best practices including implementation, adoption or enforcement of policies reflective of CACEO ethics.

Lifetime Achievement

This category recognizes an individual or Individuals who have used their time with CACEO to make a positive, enduring impact on the association or the profession as a whole.

Bishop Ron Allen Award

Bishop Allen was an inspirational figure in the community. He left behind a legacy of dedication to his community and focused on building leaders and encouraged them to make a difference. He founded and established several ministries, focusing on drug recover working hand in hand with many law enforcement agencies in his efforts to prevent drugs from gaining a strong hold in neighborhoods. His obituary reads "His teaching and leadership style stirred the concerns and sparked the consciousness of the entire professional community." The Bishop Ron Allen Award will be given to a Community or Faith Based organization that may include, but are not limited by, the following types of contribution:
