Legislative Alert - AB 516

Assembly Bill 516 (Assemblymember Chiu) has been defeated.  The Senate Appropriate Committee held the bill in its suspense file for the remainder of this legislative session, meaning the bill is terminated for this year.

AB 516 would have significantly reduced the ability of cities and counties to prevent and enforce violations of very common and long-standing parking laws, such as improper storage of vehicles on public streets. These problems create and add to blight, crime and safety hazards in communities. This bill would have stripped cities of the ability to enforce common 72-hour parking limits, and forced citizens and communities to endure these conditions for weeks until any code enforcement action could even begin. It also would have deleted local authority even to remove or “boot” vehicles with 5 or more unpaid parking tickets or traffic violations. As with other similar bills, this would have had a disproportionately negative effect on disadvantaged and disenfranchised communities, and tied the hands of code enforcement officers trying to help those communities.

In short, the bill would have further undermined code enforcement’s ability to protect communities from hazards and blight, and keep them safe.  While several organizations formally opposed the bill, it was the diverse coalition organized by CACEO and letters from its members that helped lead to the bill’s defeat.

CACEO will continue a legislative policy to protect code enforcement’s ability to serve their communities and protect code enforcement officers themselves.
